Under his guidance, the workforce comprising over 100,000 personnel received full resourcing and training, while over 560,000 cash payments and $900 million in contracts were processed accurately and efficiently.

 

Recognized for his commitment to excellence, Richard is credited with transforming the Army Financial Management Training Program. Through his strategic vision, he transitioned the program from traditional unit-level training to a hands-on simulation and facilitation model.
